ANNUAL REPORT FOR 2001.

1.        INTRODUCTION

In the moments of political, economic and overall social crisis in FRY, Serbia and Smederevska Palanka in the course of 2000 a group of enthusiasts motivated by the intention to do something themselves for their town, their municipality and their country, founded a non-governmental organization European Movement in Smederevska Palanka. Official founding date is April 26th 2000, but our activities date several years back in the past as unarticulated, individual efforts aimed at recognizing the European values and advancing local democracy in the municipality of Smederevska Palanka and Serbia.

European Movement in Smederevska Palanka was founded at the suggestion of a group of citizens from Smederevska Palanka who believed that in Smederevska Palanka there are real potentials for people to gather around the idea of coming closer to Europe as well as European values coming closer to our fellow citizens and foster the development of our local community in its various aspects.

One of the reasons for founding such an organization is recognizing the needs for the developing institutions of civil society, whose essential element are non-governmental organizations based on belief that by developing NGOs and by applying the concept of sustainable development of a local community we could faster and better enter the world trends and specially the projects of regional co-operation, with a focus on South-East Europe.

2.        MISSION AND METHOD OF WORK

European Movement in Smederevska Palanka gathers people who accept that

MISSION IS -promoting European values; to enhance: the civil society development, the democratic process of governance, sustainable development of local community, and promotion of new culture of change and conflict management.

VISION IS -Serbia and Yugoslavia are equal members of the European community of nations.

INTENTION IS -supporting peaceful resolution of conflicts between individuals and community, promotion of the idea of justice and standing up against every kind of violence; developing and maintaining co-operation between citizens and communities in FRY and the  world; development of non-profitable sector in FRY; respecting human dignity and against violation of human rights; founding market economy.

OBLIGATION IS –articulation and developing of the values of civil society; development of sustainable NGOs; development of a sustainable local community; development of an open forum of citizens and organizations (at the local, regional and national level) aimed at facilitating dialog, exchange of information, advancing mutual understanding, solidarity, co-operation and communication.

PRINCIPLES ARE - Investing in peoples' knowledge and skills is an efficient way for institutional development and promotion change; Training is a tool for capacity building but also for changing attitudes and stimulate initiative at community level; Collaboration and expertise exchange at regional and national level are efficient ways for learning from each others' successes and failures; Participatory and interactive problem solving processes build partnerships and prevent conflicts; Autonomous, accountable and active local governments are the foundation of democracy; Effective and efficient local governments are crucial for the change management and local development processes; For effective & efficient local governance is more important to have knowledge and skills than capital investment.

European Movement in Smederevska Palanka is not party-oriented and is open to everyone who contributes to the promotion of European values and development of a local community.

European Movement in Smederevska Palanka uses different forms of activities and especially is active through clubs, forums and commissions within the projects, which might be, according to specific needs, grouped in working programs for a specific issue.

European movement in Smederevska Palanka is active through: the Youth Club, Women Club, Entrepreneurs Club, Volunteers Club, Internet Club, Volunteers Centre, Forum for Local Sustainable Development, Forum for Culture and Art, Forum for Ecology, Forum for Political Issues, Forum for Regional Co-operation, Forum for Economical Issues, Forum for Ethnic Issues, Forum of SMEs owners.

Special forms of activities of the European Movement in Smederevska Palanka are workshops, public talks, campaigns, publishing (in printed or electronic form) as well as other forms of activities in accordance with the mission of the organization.

4.        Activities related to promoting the partnership between local/regional public authorities and civil society in Central and South-Eastern Europe

Year 2001 we started with program the MICROFINACE - first phase that was in cooperation with European Perspective - Hellenic Humanitarian and Development NGO. The result was Grassroots Local Development Plan for Smed. Palanka. All partners in network realised similar plans (15 partners from 11 towns).

In March (3-13 March) in cooperation with NGO NEXT STOP SERBIA from Denmark with support from FRESTA and NGO Mellemfolkeligt Samvirke from Denmark European Movement in Smed. Palanka organised visit to Copenhagen and Aaurhus. The main goal of visit was to meet each other and to define future cooperation. Result was very useful contacts and much better understanding between young people from different countries. This project was base for visiting 8 young people from Denmark in April  (11- 16 April) where European Movement was host. During the time when guests from Denmark was in Smed. Palanka we involved more than 80 citizens from Smederevska Palanka from different NGOs and local government institutions.

In April we also started program "CENTER FOR THE DEVELOPMENT OF NON PROFIT SECTOR IN NORTH-EAST SERBIA" in cooperation with Centre for the Development of  Non Profit Sector from Belgrade. This regional centre covers 22 municipalities with more than 800000 inhabitants. Activities in this broader program we realized in subprograms as: Information-documentation program; Program Training and Education; Advocacy program; Volunteer program; Public Relations Program;Legal counselling for NGOs; Partnership between NGOs and Local Government; Partnership between NGOs and business.

In May we start to develop cooperation with SCHULER HELFEN LEBEN, NGO from Germany on Project  "Between the Lines". In that project two children were involved and one of them realised second phase of the project in Sarajevo in August 2001.

In May two our colleagues was on the seminar "Back in Europe – On paths to democracy The role of education in the process of democracy" organised by  House of Europe in Aurich (Germany). International event aimed to increase the interest of young people toward democracy in Europe.

In June we start partnership with GLAS Association from Romania. Ten our children was involved in project COM-PAR (Communication and Civic Involvement in South-Eastern Europe). Result was The Best Regional Cooperation Project on the 2nd NGO Fair (September 20-23, 2001, Timisoara, Romania).

In June 2001, we participated in the establishing of the Regional Centre REGENT, as a result of the Pan-European Conference of the High Representatives of Local/Regional Public Authorities & Europe Houses: The Vocation of Central and Eastern European National/Regional Capitals in Accelerating the Accession of the Candidates-States to the European Union”, held in Bucharest, supported by the Open Society Institute, FIME and the European Commission. This Centre is aimed to promote: a constructive dialogue and development projects for the benefit of leading urban centres in the Central and South-eastern European area; the improvement of the working style and of the decision-making autonomy of the local/regional public authorities in the region. Project holder is EUROLINK House of Europe from Bucharest, Romania.

In September we participate on 2nd NGO Fair and we receive award for the Best Regional Cooperation Project (September 20-23, 2001, Timisoara, Romania): "COM-PAR: COMMUNICATION AND CIVIC PARTICIPATION IN SOUTH-EASTERN EUROPE" GLAS, Timisoara, Romania together with European Movement in Smederevska Palanka, Serbia FRY.

As the official partner of the Interkulturelles Zentrum Vienna, Austria we participate on the "Contact and training seminars " under umbrella of the European Youth, School & Community Network, An Initiative of the Stability Pact for South Eastern Europe, Working Table I: YOUTH coordinated by Interkulturelles Zentrum Vienna, Austria. Result was much better understanding and very useful contacts with youth organisations in SEE.

In November and December we participate on the training seminars which was organised by the PALGO centre from Belgrade in cooperation with Foundation in Support of Local Democracy from Poland.

From September 2001 members of the European Movement are participating in the program of the USAID "Community Revitalization through Democratic Action" (CRDA programme) in Smed. Palanka and Central Serbia. Our members are participating in the Town Council and we give logistical support for citizen's initiatives in this programme, which is very important for citizens of Smed. Palanka.

We also started program "ENTREPRENEURSHIP in Non profit Sector" by training our two members on the training seminar ENTREPRENEURSHIP AND STIMULATION OF SMALL ECONOMY organised by GEA COLLEGE –LJUBLJANA, IEN - Belgrade, EUROPEAN MOVEMENT IN SERBIA. This seminar will be finished in 2002. and necessary knowledge will be implemented in projects of NGOs.

This Center cover 22 municipalities with more than 800000 inhabitants. Period of realization: from 2002-04 until now;

·         Project "Micro finance - 1st phase" in cooperation with European Perspective - Greek Humanitarian and Development NGO. Period of realization: 2002-02/06;

·         Partnership project NEXT STOP SERBIA/DENMARK in cooperation with Denmark NGO NEXT STOP SERBIA. Period of realization: 2001-03/04.

·         Coordinating the NGO Network from Smederevska Palanka (20 NGOs). ;

·         Program eNGO (Internet oriented NGO);

·         Program YOUTH2001 - activities of Youth Club of the European Movement in Smed. Palanka. Period of realization: from 2002-02 until now;

·         Involvement in program "Community Revitalization through Democratic Action" in Smed. Palanka supported by USAID and realized by NGO ACDI-VOCA. Period of realization: from 2002-09 until now;

8.        PRESENCE IN MEDIA

In the course of 2001 we were present in a number of media such as Radio " Jasenica", local papers "Jasenica” and TV " GOŠA" and we made contacts with other media outside Smederevska Palanka. Bearing in mind that overexposure in media could create a false picture and initiate too big expectations of our fellow citizens, which might be counterproductive, our appearance in media was moderate and in accordance with a level of our activities. We believe that well accomplished action about which the citizens learn directly is more valid than immoderate and inappropriate talks in media.
